I don't think the game ever comes right out and says, but these places seam the most likely - or do you have any better ideas?

Narche - Because he knows his way around, and only HE can open the doors there.
Kohlingen - Because people know him there, plus it's where his back story takes place.
ZoZo - The town of thieves, and yes, Locke IS a thief, no matter how much he protests otherwise!
