Narche - Because he knows his way around, and only HE can open the doors there.
Kohlingen - Because people know him there, plus it's where his back story takes place.
ZoZo - The town of thieves, and yes, Locke IS a thief, no matter how much he protests otherwise!

Most semi-official sources I've read have always placed Locke's hometown as Kohlingen.

From the game it kind of feels (to me) like he wasn't originally from Kohlingen, but nowhere else makes sense. It's just a gut feeling, not backed up by anything.
For some reason I always thought it was Narshe, but I guess Kohlingen makes more sense to me.

I remember there was one time while playing through the game I wondered where he was from then i found a piece of evidence that heavily implies kohlingen but i cant remember what it is.

It's strange that he doesn't seem to have any family in Kohlingen, but that's my pick for his hometown.
I never thought he was from Kohlingen only because it sounds like he showed up in town, fell in love with Rachel, then was run out of town after the accident.
I would say he's either from South Figaro or Nikeah. His personality strikes me as someone that grew up in a port town where the atmosphere seems to have the right amount of activity, wildness and normalcy that seems to suit Locke.
