I've been using 1&1 for about 10 years now with no problems, but I haven't put a lot of load on it; I've just topped 500MB (not GB, MB) recently, and didn't even know I had SSH access until last month. Since then I've been SSH'ing in to do EVERYTHING, even basic text file edits/renames, just because I can. Most packages allow scripting in PHP, Perl, and Python (2.4) and come with at least one MySQL database.
If you need Ruby or PostgreSQL, I hear good things about Timbury Web Hosting
1&1's running on Debian, Timbury on CentOS -- so you're more likely to get up-to-date versions of scripting languages with Tim, considering Debian's "Stable as hell or gtfo" philosophy.
