I thought Ch11 was somewhat blow-ey. It certainly didn't stand out as better than any of the others.

I'm going to go with Ch1 as the best. If was the only one where I was genuinely excited to play in the moment, as opposed to moving forward because I wanted to get to a point where the game got better.

I haven't finished the game yet but so far Chapter 7 and 8 have been the best in terms of creating good resolution for the character and finally finishing their personal stories which up until that point had mostly been the plot of the game.

I'm liking Chapter 11 so far but not for story purposes.

Which one is the best? Chapter 13 because you can do everything and Chapter 13 includes the ending scene which is just awesome and perfect with Kimi ga iru kara.

Close one between 8 and 13, but I gotta say Chapter 8. The city was amazing and it had some interesting cutscenes. Plus, (SPOILER)you got to walk around, enjoy the views and explore a little.
