When I first encountered Terra, I thought she was a rather generic excuse for the story to expand as it did. As the story grew, specifically in the World of Ruin, I became more interested in her as a character (despite an extensive back story not really being available). This was, more or less, my impression with the majority of the "main cast".
Locke was one of the bigger disappointments for me in the game, despite him being the one of, if not the, staple male character for the game. I enjoyed the majority of his scenes in the first half of the game (pre-WoR) but afterwards he kinda just seemed.. less important.
Celes was one of the characters I ignored outright, as she didn't interest me in the slightest and I had no sympathy for her "plight".
Edgar and Sabin were the two characters I enjoyed the most who were also part of the main cast. The bond between them and the small bits and pieces of back story that I could gather from various plot points and the way they act around each other was very well done in a game that wasn't exactly character-driven. Almost every time I play through the game, I include these two in my party.
I also loved Mog from the very beginning. He was a permanent fixture in every party that I could create. I just wish there were more of him.
I don't recall my reaction to the rest of the cast. Though I didn't really care much for Setzer either.
