Yes, I always do buy the villa if I have the cash available.
I always go for the villa as well. I usually get it before going to Cosmo Canyon for the first time. Because I fight the advanced battles in Junon and build up lots of AP and master a couple All Materias and have over 3000000gil.

You can actually buy the villa at any point of the game, even upon the first time you arrive in Costa Del Sol. You just need 300,000 gil. The guy that sells it to you is in the house from the moment you first walk in and will be there for the entire game until you choose you buy it from him.
I was never able to purchase one due to it's extremely high cost. How much does the guy charge you for the villa? I don't remember the exact cost, but I do remember it was extremely expensive
EDIT - Ok, I just found out it cost 300,000 gil, which is not as expensive as I thought it would be. Perhaps in my next playthrough I will make the effort to purchase one
