You might not be able to create a video game, but you can create role playing games, graphic stories, etc. That is, what I think stu is saying is that while you can create something that is a video game, you haven't created anything that is really art.
I watched the AVGN last night go through an Action 52 nes cartridge, playing 52 games that someone programmed, but it was clear that there was no art involved.
First, you have to have a vision, then programming is the medium through which you express that vision. They're the paintbrush
