Skullgirls
Looked this up while I was doing some research about Indy developers. Skullgirls I believe this group is established in California. If anyone lives in that vicinity and are interested in helping others design a game you can contact them at that site. Here's also some gameplay footage.

Skullgirls is now available on PSN will be available on XBL tomorrow. I recommend everyone here to try out the demo at least. The development studio was very involved with the fans during its production and I feel that it will be a very good game. It has a small roster of only 8, but that's to be expected from an indie studio. Game features custom assists, infinite and unblockable detection, and team ratios. Here's a vid.

i don't like the art style suddenly
i really liked it back when the previews came out long long ago
and now i see it in action and i feel like it's a beefy flash game
i'm sure the actual fighting system is great though

1940's cinema themed anime

Well I wouldn't call it anime considering you have a character that's inspired from the 40 and below cartoons. It looks more akin to 90s cartoons to me. Parasoul particularly looks like a Nurse and Jessica Rabbit mix to me.

I love games that look like this...that 2D drawn cartoon look, like Rayman Origins and such.
Fighting games and anime don't do much for me these days though so I'll pass.
I like
Kung-Fu.
