I've heard it runs significantly faster because it's 60Hz whereas the European version (I'm from the UK) is only 50Hz. Is this true?

I believe the PSP has no region restriction so no problems.
If you're emulating on your PSP, you're better off just downloading the US version as it doesn't have the copyright protection (I think you need a patch to get it working right).
If you're buying from PSN, then really you won't see much of a difference.
