What are they?
They seem to be important and even have statues to them.

Are they the true form of the Fal´Cie?

Apparently that's Eden. Although apparently other Fal'Cie make cameos (read that in a trivia).

But Chapter 13 datalog tells how Eden is tasked to lead the L'Cie to Orphan.

That is the Eden Fal'cie.

But they are different beings.

though they are different shapes and beings, they are all one as the fal'Cie Eden. if you noticed when you first enter the Hall of Eden after fighting Rosch, there are 3 different cherub statues that all represent Eden. the beings that activate the platforms are just the manifestations of those statues, which are Eden.
