Not the Ice Cavern, either.
Hm.....
One of the two Roo tunnels?

It kind of smells like Burmecia, but I can't think what else would fit the clues...
(Or maybe I'm just gassy.)
This Apple-software (QuickTime) is not meant to be used for controlling nuclear powerplants, aircraft-navigation, communication-systems, air traffic control-systems or lifesupportive machines, where errors and shortcomings in the Apple-software may lead to deaths, injuries or serious property- or environmental damage.
I'm clueless.. another hint, please?
Could it be the Ragtime Mouse?
This would be a reference to the Agares enemy in Ipsen's castle, who are physically similar enough to be called his "brothers".I am nothing like my brothers,
not a single little bit.
The Agares enemy always appears alongside a Gargoyle, but not the Ragtime Mouse. My partner is gone -
he's moved on for good.
The answers to his quiz questions are found throughout the game. Now you must consult others,
to know what I should
be able to tell you,
but I could say no more.
His questions, along with the correct answers that you find out elsewhere, make for some interesting trivia (or "lore") about the game world.A failed experiment,
an incomplete archive of lore.
How is he a experiment though? And even if he were an experiment, how is he a failed experiment or incomplete?
That might be it....

That's not half a bad guess, really :o
Sorry, but not the Ragtime Mouse, either.
Hint: It's common to most Final Fantasies, but it was done drastically different in this one; thus, failed experiment.
Alleyway Jack/Gilgamesh is the only thing I can think of that fits, but you already said no.
It's very obscure
It's not found at Ipsan's Castle, Madain Sari, Quan's Dwelling, Daguerro,Treno, the Ice Cavern, Burmecia, Gargen Roo or Fossil Roo, or any inhabited city.
It's a recurring element in most Final Fantasies, but it's utterly different in FF9, and apparently whatever they changed, it was for the worse.
I'm going to assume now that "brothers" doesn't refer to brothers in the game but all of the other iterations of this thing in other FFs.
What are some common recurring elements in FF that are in FF9 too:
Chocobos, Moogles, Gilgamesh, Cid, classes, crystals, Gaia, Malboros, Ahriman, Cactuar, Tonberries, Biggs and Wedge, summons (Ramuh, Bahamut, Alexander, Odin, etc)
I don't know of anything in FF9 that's done so differently in FF9 that it doesn't yet harken back to one of the other FFs which was the theme and purpose of FF9.

Double post, sue me. Ribbon. It doesn't grant immunity to status effects like in other FFs.
Grasping at straws here.
Not the Ribbon, either. I'm starting to think maybe my riddle is a little too obscure...
I'll give another hint, then. Start thinking books.
