The second line was emphasising the difference between Tidus and Chappu - they are not brothers, nor are they Yevonites and/or Crusaders (that's what they were called right? I keep thinking Youth League).
And not only is Fraternity another word for Brotherhood, it is the literal translation of the Japanese name for the sword.

The whole thing makes me think of Seymour. Especially the treason line; the party is often accused of treason after killing Seymour.

You will pay the price for the treason you committed. - Killing Seymour is the only treasonous activity I can think of, except maybe the Crusader's stand at Djose ('cause they used Machina)
I am no leader, I am something far worse. - They are a leader and something far worse, is what I'm getting from this.

So I'm just gonna straight up guess Seymour. If it's a specific battle with Seymour then I have no smurfing idea which one. Maybe somebody else can find the right track.
It's not Seymour, I'm afraid. I did sort of deliberately try to mislead people into thinking it's Seymour. XD Your reasoning was good though.
Then my next guess is Yue Yevon. He's certainly been kicking around for a long time, making him close to "immortal", or at least not your everyday mortal. He is also more than a leader; he's a religious icon, a god. I can't say much else because I haven't actually seen Yue Yevon before, but I'm sure he's just as psycho as Seymour.
It's not Yu Yevon either. Hint: The "Know fear, mortals" line is just bragging - it doesn't necessarily mean the answer is immortal.

Just putting my thoughts out there, since I don't really have an idea what it could be. Maybe Trema, Omega (Weapon) or Penance but I don't really have good reasons why.
It would help a lot to know which game this appears in...
The fifth line makes me think that what is referred lies at the end of a difficult dungeon... Omega Ruins and Via Infinito come to mind. However the seventh line is what perplexes me. Take the helm and approach me? When in FFX or X-2 does there ever appear a helm at all? Maybe in the Dark Knight costumes? Or is he referring to the type of enemy? The third line on the other hand makes me think that the person/thing referred is a traitor, like Omega, or the strongest of his kind but not really a 'leader', like Penance. Final Judgement in the last line makes me think of Penance and his instant kill Judgement Day attack too. Wait... maybe the shadows refer to the Dark Aeons. But the helm line still doesn't make any sense. I'm confused...

I am your judge, your jury, and your executioner. - Pretty simple also, He has Judged you passed down his sentence and precedes to be your executioner.
Though you vanquished the shadows that came before me, - simple, you have to vanquish all the dark aeons to be able to face him.
Against me, you stand no chance. - The weak and unprepared WILL be trashed by him, only those who cheated (with Yojimbo) and those of us dedicated enough even have a slight hope of defeating him.

EDIT: Btw Dak you really need to replay the game again if you think that attacking Seymour was the only treasonous act, you don't remember killing Yunalesca? I would say (from Yevons PoV) THAT was the worst act of treason for the whole world.

Penance is NOT a pushover by any means.

It's implied/explained that the Dark Aeons and Penance appeared because of the group defying Yevon. Most of the Dark Aeons are summoned by summoners who believe that Yuna is a traitor.

"Leader" translated into German is "Führer". In the Japanese version (and some European versions too), Penance is called "Der Richter", German for "The Judge". So he's not a Führer (leader), he's something else.

You have to defeat all the Dark Aeons to face Penance.

Penance is fought on the deck of the Fahrenheit. "Helm" in this case refers to the helm of a ship, Karifean.
