Nope! The answer is a location. The last two lines reference an event at said location.

The answer is not the Thunder Plains but the event referenced in the last two lines happens there.

Based on this, I'm going to guess that 'there' mentioned above is referring to the Thunder Plains, and we're talking about the lightning and thunder. If it's not the thunder plains, then I would guess Guadosalam, in that that would be the next destination in the journey, and I remember how Rikku was relieved to be inside -- or at least, that's what I got from that scene.

The location is not the Thunder Plains. Think smaller, but wider spread. Hence the first line. World spanning.
