New to making topics so if I'm doing something wrong forgive me. Anyway back to the question can I post links to other sites on here or is that not allowed?

You can do so in your signature but in thread posts it is not allowed.
Other questions are answered here and posed here.

Well, you can link to other sites in posts, but you can only advertise in your signature.
If this were a thread about dogs, I could link to some news article about dogs, or a cute video about dogs, or something like that. I could not, for example, post "hey guys I really like dogs they are pretty cool, by the way join my Harry Potter forum." As long as it's on topic, it's typically fine.
I once frequented this website where you could never posts links to any place ever EVER and it was horrible. I got banned for being helpful twice 
If you wanna post something but you're not really sure if it's okay, just ask any Administrator or Cid's Knight.
