The early Final Fantasy games all had minor changes when they were localized. Things like if a sprite had female breasts showing it was changed to cover them up.
The Entertainment Software Rating Board did not exist when the Final Fantasy series made its debut. Nintendo of America, instead, took it upon itself to enforce strict censorship in its video games to prevent moral outcry from consumers. I assume that one of its censorship rules included something that would prevent that use of a guillotine or similar execution devices.

Yeah but CT never said they could kill you besides, Nintendo was lightening up by this point cause we had the whole MK debacle by then.
IV had terrible edits, hiding porn mags, changing religious names and imagery, removing cussing, references to sex and booze and all sorts of stuff. The worse part is that it was all so freaking obvious what was really going on. Cloud may have had time in bathtub with swaety guys and cross dressed but Cecil was the true perv of the FF heroes, collecting porn magazines from the developers rooms and going to burlesque shows.
IV was pretty badly butchered, VI really wasn't as bad as IV in terms of content removed and god knows VI's plot wasn't nearly as lobotomized. Chrono Trigger for all intent and purposes is pretty accurate beyond one underage alcohol drinking reference and some minor name changes due to space limitations. I'm still amazed with all of IV and VI's editing, how the hell BoFII got through the censors. That's one of those titles that was low key despite having a plot that would be pretty controversial in the West.

The guillotines in Chrono Trigger may have been a result of the lessening of control on censorship by Nintendo of America, or it may have been because the guillotines were never depicted as a pending execution device. The censorship policies of Nintendo of America were rather black and white at times.
I am still surprised at some of the language and content in Breath of Fire II. Final Fantasy Tactics and Xenogears contained similar elements, yet they, too, had to have content altered slightly in certain parts.
