The fact that OCD can be incredibly serious does not in any way impact how Google should be liable. I have no idea about Japanese law, but under US tort law this lawsuit would fail horribly. There is nothing wrong with taking a single photograph of something in public view.
The point was less about Google's supposed involvement and more about everyone previous calling her a crazy person.
