He can just for the same reason he can wear female only stuff in Final Fantasy Dissida and yes its just cuz SE keeps making fun of him for being a cross dresser.
Heck when you beat his story mode in Dissidia you unlock the honey-bee armor set what has silky dress and blonde wig and such.
