She acts bouncy and hyperactive to cover up her insecurities about not being strong enough to please her father, and not being strong enough to help her village (a burden she places on herself).
I was going to mention Yuffie in my own post, too. You've covered my thoughts rather nicely. I think the minor Wutai-Shinra War sub-plot is one of the most interesting in the whole series!
