Yeah, I played the psp version and got to the final boss with similar stats 2k hp, 200 mp per spells/skills ~ lvl 8. It was like, ok here is the guy who is going to punish me for using toad to wipe out 90% of the enemies in a single turn. I just cast like level 1 or 2 haste/beserk/aura (beserk more than once) on the guy with the masamune (lvl 8 swords) and the guy with excalibur and he went down eventually. Whats the point of having lvl 16 be the max? I don't get it.
