You can't open that chest. It was originally intended to be part of a quest to get the Golem Materia, but it was eventually left out.

I heard if you can trick the game to switching barret into leading position then you can reach it because hes the tallest

I played through the game a dozen times before I figured this out. It's the first megalixir you get; just check the cabinet five times and Cloud will kick it down.
