It's still in the very early stages, but the current build is free to download. The ultimate idea is that you are in charge of the space project these lunatics are putting together, and you design the rockets, fly them, etc. Right now all there is is rockets, Kerbal, and getting into space, but they're planning on adding various other planetary bodies, managing the space project, hiring and training kerbonauts, etc. as well as expanding the parts available and how you unlock them.
Doesn't matter what you do, Jeb is having the time of his life.
