The major issue I have with PSN being down is that I've downloaded some PS1 games to put on my PSP but I need to log on PSN to verify my PSP is registered under me, so I can't transfer them. I don't know how it works transferring from a PS3 to a PSP, but if you transfer between a PC and a PSP you can avoid having to verify it over and over and over by just copying the .rif in the license folder
