Reference to stealing. Also I know luck helps, dexterity might too, in increasing the chance of stealing. At least I believe both stats get raised when equipping the steal materia

It's not Roulette. The "good chance" just references the fact that the attack doesn't work on enemies immune to instant death attacks.
Barret's name isn't bob, and he's more of a demolition-man than a builder, being part of a resistance group, and he has a limit break that causes instant death, Hammerblow.
