Well it would be most polite to offer the umbrella to the person you're walking with.
edit: i read that wrong i thought you asked if it was impolite to not use it because you dont want to when the other person doesnt want to get wet.
No theres nothing wrong with using a tiny umbrella while the other person walks out in the rain.
