Yeah it pretty much describes the FMV. You see the Master Fisherman there, and he sighs because he's had no luck. Then he snags a fish, but Balamb Garden rocks into view and everything gets messed up.

There's feather symbology fairly often. In the opening FMV, whenever Rinoa is around, sometimes with Squall, I think there's a bit with Edea!Ultimecia.
Ah, that would mean the feathers are seen be about four or more times - and only with certain characters.
You see the answer fairly often. Here's a hint: it is common enough that you are likely to ignore it.
<edit> I should say, that you likely to ignore for it's common and not important to the game play......

Does it refer to palette swapping?
Only a part of it gets a new color, but you could say "palette swapped" with that. And no, it's not "soldier" which I believe would be FF7 instead.
