Nothing. As far as I can see there is no written definition for what "PHS" stands for.

As for the explanation on that page, I assume the OP is referring to the first line "A Cellphone (also called PHS, handset, or simply phone)". Phone or handset or Phone Handset.

I used to think it stood for Player Handling System.
