I would start a society where nobody who was religious or superstitious would be allowed in. the penalty for all crimes would be death and monogamy would be outlawed.

Current government with a few changes, gay marriage legalised, starting a drug lisence system that allows you to do as much meth as you want after finishing a quiz on the dangers of whatever drug they want to take and signing away any public health insurance.
