I thought the differences were kind of obvious (even if they are limited in number), but now I'm wondering if the changes I made for EoFF Classic were not fully implemented for all browsers... Either way, to clarify a bit more than Rantz did, these are the changes that you should notice...
EoFF Classic: Things such as "Add Reply", the breadcrumbs (eg. Forum > General > General Chat etc just above threads/forums/etc) and such have coloured backgrounds. The alignment of various things has been adjusted so that these coloured backgrounds/blocks fit together better. Blackspace between threads/posts/navigation areas has been decreased so the blocks are closer together. I and a handful of others at EoFF prefer the 'block' look, which EoFF Classic has retained since vB2 for us who don't like the newer vB4 look. Rantz and Murd can't stand them while I can't stand the vB4 look (well, I can in some styles, just not with Classic colours as the black background doesn't work so well for me), hence the two different styles.
NeoClassic opts for the more modern vBulletin 4 look where blocks are discarded and things are spaced out. I believe the buttons for things such as "Add Reply" and "New Topic" may be different, too, although I can't check right now as I'm at work. =x
