Hmm, didn't really think of that.... Something I will consider. Although, Healin is a new location (in terms of when it was constructed it) but still something to consider.
Looking at a map, and taking a few things of timing into account... She is 20 years old in DC, that means that she would be 19 in AC and 17 in the game itself. When I look at where Cloud, Zack, Aerith, and other characters were born I do notice that many would have had to journey a ways to get to Midgar - this means any location, such as the very tempting Costa Del Sol, is a likely candidate.
Edit: I think I'll use Costa Del Sol as her birthplace. I cam across the word Elohim, which is linked to the sephirot - that works for me.
