I think 7 is a middle of the road title.
Something like
10 - God like
9 - Excellent
8 - Good
7 - Average
6 - Mediocre/Poor
<6 - Terrible

Not only is the 6-10 rating scale not using the whole spectrum, it also isn't consistent across it's own length.
