Beatrix. She, along with many NPC's, gets a chance to shine and undergoes a pretty decent character development arc.
Plus, she's like Leo with boobs, awesomely powerful and all.

What exactly IS Blank? I don't think it's ever explained but it looks like he's some kind of patchwork doll somehow brought to life.
Man, FF9 is so racially diverse nobody even bothers to explain themselves. Sure wish the real world could be that way.

I was trying not to include Beatrix because you get to play as her for a while, but if we're counting her, then she definitely wins.
I quite liked Cid, who obviously couldn't keep his trousers on (or stop himself trying to get his trousers down), Fratley, and Bobby Corwen, who is heartmeltingly sweet. I rather liked a lot of the Black Mages in Black Mage village too on that note.
