Why is Palmer so useless?

The chubby twat does actually survive the hit from the removals truck. He speaks to you over the radio when you are in the rocket later in the game.

I think he said once that he's quite sensitive about his weight but to be honest I wasn't really listening to the flabby mong.

He survives. He is shown in the background during one of Shinra's meetings (which I thought was a mistake the first time), and then he contacts Cid during the rocket launch.
