First play through I couldn't get past Vargas.

Yeah, I did not understand how Blitz worked.

Same here. I forget exactly what I did to figure that out. I think I looked in the manual to see Sabin's moves.

If I remember correctly, I pressed X twice when selecting Blitz. That got me confused. (on PS1)
