This is a side character named Bhathe R. Uoom. He was originally going to be the third optional character along with Yuffie and Vincent. There was a dummied out side quest in the bathroom of the Honey Bee Inn where you fight a defective Jenova body part disguised as Sephiroth. Had the developers had more time, you would be required to steal the key item during the fight (the Soapiroth) and give it to Bhathe R. Uoom in order to have the fellow in your party.
