I know you know the character I'm thinking of, despite him not being Zell's brother It's Big Bad Rascal, a Balamb kid who wants to be just like Zell. He says that line during the Galbadian occupation of Balamb when helping Zell and co. escape from the town.

Was it Squall? I think that's what he says or thinks at Galbadia Garden after they hear that Seifer was executed. He goes on to complain about being talked about in past tense and how he will never die etc etc.
Not my own guess but yes, I'm virtually positive it's that. Main reason I remember is that out of context, that whole scene is just hilarious. Squall's internal exposition leading up to him screaming out at everyone, while all of them had no idea that he even felt anything about it. Pretty brilliant actually.
As far as everyone else is aware, Squall is merely doing his internal "..." and "Whatever" so when he absolutely flips his lid like that, it must have been one of the most shocking and hilarious things they've ever seen. Nobody really wonders about his mental condition though. It's just on with the next mission despite the fact that their de facto leader is clearly suffering from some deep seated emotional trauma.
