This man is correct. Actually a few of my high school classes had + and - grades US style on 'internal' stuff, but obviously had no power to do that for anything like exams, as those were handled by external bodies.

We had plus or minuses within grading up until senior. By that point we'd already done away with letter grades and during our last two years it was simply a ten rank scale within each grade level.

Sweden likes to try out weird systems so we don't use letters at all but abbreviations. IG, G, VG and MVG. Incoherent Garble, Garble, Very Garbly and Most Valuable Garble.
