Well, crime-free and gun-free zones deal with the overabundance of hazards to society. World hunger is more about the lack of something, so any type of something-free zone wouldn't apply, which effectively makes the original post a huge non-sequitur.
I would say we need to work on those secret projects from SMAC like The Weather Paradigm and start building terraformers.
