Why are there are no treasure chests in FF8. Have they not read the NPC ettiquite handbook?

FF8 was going for realism and it's more realistic to find stuff lying around than conveniently placed in unlocked chests, just like it's more realistic to have a wildly anachronistic world with a population of like five hundred.
