I think bagged milk is a rural thing, I saw them in the late 80s in rural Nova Scotia, never in a real city or out West.

Both....But bags are cheaper cause you're buying more and they're probably cheaper to make. Bags aren't rural, they're regional, as 'out west' like alberta etc don't have them.
Jugs are gross cause they accumulate that crusty milk around the cap...And that's what our US cousins always had when we visited.
