That's not all there is to it, though there is indeed probably an hour and a half of Daniel Craig being badass. It was a lot more political than the typical Bond film. It would probably have fit better as a Bourne film than a Bond film. If that makes any sense.
It's also worth noting that he's angsting pretty badly for a lot of the film, but considering what he'd gone through it makes sense. If you haven't seen Casino Royale a lot of the plot might be close to incomprehensible. Casino Royale isn't exactly a typical Bond film either; it deconstructs a lot of the tropes used by most of the earlier Bond films.
