I didn't really watch cartoons very often as a kid, and what I did watch was typically anime. :P I'll say Pepper Ann and Doug, since I remember my older siblings watching those shows.
The "mane" ones I can think of at the moment are My Little Pony characters...
...would video game characters in video game based TV series count? I've got plenty I can list if that's the case (Mario,MamaLuigi, Yoshi, Toad, Liu Kang, Stryker, Sub-Zero, Kabal).
Oh yeah, there's also Peter Pan, Slightly, and John from Peter Pan and the Pirates.

yeaaaaah that's the one! Hey Arnold with his football head. I'm still wracking my brain to think of non-anime trout I watched as a kid. Problem was that I didn't have the fancy pay-tv trout that got me cartoon network or nothing, so I only had Cheez TV and it was smurfing awesome because dragon ball z and yu gi oh and beyblades and all that kickass trout (sailor moon tooProbably Arnold, as in Hey Arnold. They even refer to it.)
I'll just mention a few characters who have had a lasting impact on me:
-Alfred J. Kwak (Piccobello!)
-Batman (I am the night!)
-Bugs Bunny (What's up, Doc?)
-Darkwing Duck (I'm the terror that flaps in the night...)
-Donald Duck (Doggone it!)
