Definitely Terra. I mean she is the one I ended up using the most, but i would have preferred Celes in my party because i like her sprite.
It's a close one, but I have to go with Celes. Terra's Esper form is useful, but I always save it. Celes saves my ass in the first half of the game.

Celes. She just felt more badass and not as pitiful as Terra.
I think I broadly agree with GBoko. I don't know how he voted, but for me I definitely prefer Celes overall.
I think Terra is a more useful character in battle, but I'm not a massive fan of her sprite and so I tend to use Celes more often. Runic is quite a cool ability in theory, but I rarely used it.
In terms of character development, I think they're both two of the better characters in the game. However, I think Celes' move from loyal imperial general to rebel freedom fighter is quite cool. Especially given the spark that seems to develop between her and Locke in the process. I also think she's a strong-willed woman who isn't afraid to do what it takes to help the team, even if that is somewhat reluctantly at times, such as at the Opera House. You wouldn't get me in a dress to be kidnapped by Setzer (though there might be other reasons for that...)
Terra's backstory is pretty cool. It's a bit of a shock, but I think it also ties the plot together quite nicely in terms of the Esper-Human dynamics.
Having said that - as discussed elsewhere - Terra has the better theme music

I use them equally because they're spellcasters. I also use Strago and Relm with them.
As for their backstory you can believe anything you want about it.

It doesn't change the fact you can switch them out at any point later in the game. Unless you bought/downloaded a bad system.

My vote is the most important by far. I'm the tie-breaker!
I'm not sure why I have such a fond memory for Celes, I have no gripes with Terra. For some reason though, I use Celes on all my replays and use her name in other games (like Guild Wars). I guess Celes's story was a little more tragic because she lived through it and remembered, whereas the most tragic parts of Terra's life happened when she was an infant, or she was mind-controlled and didn't know what was happening. This isn't a torture contest though, I just feel like Celes's story was more fleshed out, especially through the interactions with Locke. Terra is still up in my list of favorite characters though!
Celes. Terra felt annoying and whiny at times. While she does become one of the most strongest females within all of Final Fantasy history, it takes a while...
Green hair FTW! The world is going towards Green energy, green cars, green underwears...etc. Of course the lady with the green hair is the preferred one!
PS: Her boobs are really pointy in Esper form.
