The number of finalists for some of these awards is absurd. I thought there were measures in place to prevent this?

There were. Even with the measures in place, large numbers of people got at least three nominations for Best Male and Best Member, and I think lonny didn't want to prune it to people with at least four nominations for whatever reason.
