Nah, RDJ is too nasal for Steiner. He'd need a deep, solid voice. Blanchett would do a pretty good Freya, though. The problem I have with thinking of voice actors is that, while each character is distinct when I read what they're saying, I don't read them in any voices. I can't even begin to think of who could play Zidane.

If FF9 had voice acting I probably would've hated it and would focus on its other negative points that I'm usually willing to forgive :P But to give my two cents...
Mine are all gonna be voice actors because I know voice actors' vocal capabilities better than I know those of film actors.
Zidane - Yuri Lowenthal (He has a generic-sounding voice, enough so that you won't get tired of hearing it seeing as he'll be with you for a massive portion of the game; if Zidane were voiced by someone with a certain sound about them there's a chance you'd decide you didn't like it and would get sick of it, kind of like many, many people did with James Arnold Taylor's whiny squeak)
Steiner - Paul Eiding (Have you ever heard him play a more comical role before? He's actually very good. Look on YouTube for a Gally longplay of Evil Zone and enjoy. Oh god I'd love to hear most of Steiner's lines spoken by him.)
Garnet - Jennifer Hale (Though I'm not sure how young she can sound)
Vivi - Colleen Clinkenbeard (Lately I've been really impressed by her voice work as Gohan in Dragon Ball Kai)
Freya - Allison Hollingshead (She's just another well-spoken adult female voice actor that I quite liked. She usually sounds calm and dispassionate, but for Freya I think that would work.)
Quina - Christopher Sabat (Just show him some footage of Quina's scenes and let him wing it. He'll find a voice.)
Eiko - Katie Leigh (I liked her as Millie in Star Ocean First Departure)
Amarant - Microsoft Sam (May be too expressive though)
Garland - George Newbern (Though there's a risk of him sounding too Sephirothy)
Kuja - Chris Ayres (He was Freeza's new voice actor for Dragon Ball Kai and his blend of effeminate and indimitating was spot on)
Queen Brahne - Linda Young (Freeza's old voice actor! Hearing her and Chris Ayres in the same scene, I'd just close my eyes, pretend they were two Freezas and geek out.)

I agree for the most part with your post. I could see Jennifer Hale playing Freya as well.
