I've seen it. It's at the very end right? It was weird and I do not know why it happens.
Tapir automatically comes and cures a character from various status ailments after a certain amount of time. This will happen anywhere in the game, not just in Kefka's Tower. It's just a quirky way of having the spell wear off. Tapir's also one of Mog's Dance abilities, so it's not a completely random effect created just for removing status effects after a certain amount of time, just an oddly re-used one.

I always come ready to kill any and all status effects when they happen. I didn't even know what this trout is you are talking about.
I've had it happen to me in that place where relm is painting that esper and you have to kill Cheddar Nook.
