I hope not. The rule is that a Time Lord can regenerate twelve times. This means that you can have thirteen different Doctors. Which they have with Peter Capaldi. I would think that the "twelve regeneration limit" would be better addressed when the Doctor is actually on his final regeneration, especially since you could do some strong character work with how he reacts to the oncoming end. If they change that before it becomes critical, then they lose a potential story edge that they would have.
Granted, I don't want it to be something they explain away at the last second, but I'd prefer to see Capaldi's Doctor have to wrestle with his mortality for a time before they do address it.

Number one, Capaldi won't be #13 because it's confirmed that the meta-crisis Doctor counts as a regeneration (unless Moffat is lying, which is always a possibility). But more importantly, the twelve regenerations limit was introduced in a serial that also provided the writers with a way out by acknowledging that Time Lords could gain additional regeneration cycles; the Master did precisely this in that story (The Deadly Assassin). So whatever they come up with won't be a retcon because, well, the matter had already been addressed a long time ago.
You can stop debating now.
(SPOILER)Time Lords having only twelve regenerations, confirmed. 10 turning into 10 counted as a regeneration confirmed by The Doctor himself on the episode. The Doctor got a new cycle of regenerations, don't ask me how because I missed that part because I had to grab my dinner but the numbers has been reset.

That was great, though. All those little callbacks to the previous story arcs of the 11th Doctor. Silence Will Fall, the kid waiting for him by the TARDIS as Amy's theme plays, Fishfingers and Custard. A great way to wrap up his story.

That would bring us up to fifteen regenerations, if Meta-Crisis (the separate entity unto the Doctor) counts as a regeneration.
And the episode didn't really confirm Meta-Crisis. It confirmed when he re-generated into himself. Hence him being "full of himself".
Meta-Crisis is not a regeneration, the regeneration was into himself and Dildo was formed because of the residual regeneration energy in the hand and Donna being Donna. But it's just semantics really, that whole event counts as an official regeneration. Hoo-ray.
And #1 obviously does not count as a regeneration.![]()
