Did you go back to the Bell Tower?
Honestly can't remember. I don't think it's possible to miss a letter in the game; I think you can go back and do the quest whenever you want.

It's where you get your first Mognet in Alexandria.
From the main square with the ticket booth it's to the left, IIRC.

Y'know, I can't actually remember a time when I completed Mognet. I think I must have once or twice, but I don't remember it.
I only did it once, I think.
I really liked delivering letters. What a wonderful little mechanic to add to a game. :3
