By the time you get Relm Celes and Terra's magic stats should have been raised to above Relm's with Espers unless you're doing it wrong.
Too many assumptions. Are we taking everyone stock? Leveled to 99? Gear maxxed out or empty.
If you want to assume they have a higher magic rating from espers I'm going to assume celes has Life3 learned and the others don't.

Why would only Celes have learned Life3? It's not as if any of them can learn it naturally.
But yeah, the lack of information about the circumstances of the fight make it more difficult to say who the winner would be for certain.

Celes has roughly 24 hours to try to make a comeback before round one is over.
Celes was in front, and then the poll was tied, which I'm pretty sure was at 7-7. So I'm not sure there's any evidence she's catching up.
Celes would try to use Runic to negate magic. Of course, she's fighting too of the games strongest mages and Runic will only work on one spell so whoever has the Gem Box will win this fight.
Technically Celes will try to negate magic and then Terra will smack her in the face with her sword since she's a Magitek Elite and not some wimple mage. Basically Celes can defend against both girls magic but she can't attack while doing it so whoever is the best fighter of the three will win which is Terra.
