As a Quebecer, what the ?!

While I am not a born Quebecer, I spent a lot of childhood there and have been living in Montreal for nearly 8 years.

I wonder how they deal with that since I know French Canadians ride bikes everywhere.

You've never tried to drive in Montreal. Those people that don't know the rules of the road are most definitely not riding bikes.

Evidentally, you haven't been to Montreal in a while. Sure, Quebec drivers as a rule suck. Montreal being the worst of the bunch. However, try the cyclist, they are insane. Though I find Ottawa cyclist far worst than Montreal's and that's saying something. Basically: everyone hates cyclists.
