I'm not really up to date with the Final Fantasy universe, but have they appeared in any other capacity since FFVIII?
Because they were so similar to Moogles. SE didn't need another mascot.

Moombas were in the chocobo racing game as well, if I remember right.
My guess would be that Moombas are too closely linked with the Shumi tribe from VIII. Part of me almost wants Moombas to only exist within the world of VIII and to have them only appear as a sort of easter egg or reference (like the Moomba doll in X and X-2) or in a game that returns to the world of VIII. That is not to say I want an VIII-2 (unless it's a prequel which follows Laguna), but something along the lines of the Ivalice world in its multitude of games. I just really like the world of VIII and how Moombas fit into it.
I'd like to play an VIII spin-off that wasn't a prequel or sequel. Prequels/sequels entail events which revolve around or are somehow related to the development of the core characters (either the heroes or the villains or both). A spin-off is something like the racing games which is entirely set apart. I would say Before Crisis counts because its events are not directly involved with or related to those of the other games in the compilation. While characters may be mentioned, you neither play as a core character nor play any significant role in their history (apparently, a Turk witnesses the Nibelheim massacre, but that's still not a significant role).
On topic: Moomba makes me think of a superdeformed anthropomorphic Red XIII.

Moomba/Shumi are pretty much the greatest race to ever exist in the FF series as far as I'm concerned, so I have no freaking clue why they don't feature more prominently. Perhaps, like with the Viera, they are wanting to keep them to the VIII world... I live in hope for another game set in this world, someday, a la how there are multiple games set in Ivalice.

Moombas are an evolution of the Shumi, so in order to transpose them to another world, the Shumi too must follow. There is actually excellent potential here, as the Shumi have an unknown number of transformational options, and so they could appear in a different world without necessarily "breaking canon."
I, too, like the world of Final Fantasy VIII and would love to see them expanded upon.
